Website content–discussion question

Website content standards have been debated by organizations for years. Since the business side and the information technology side of the organization tend to be separate, different ideas regarding the topic exist. Should website content organization and standards for page design and copy be centrally controlled to achieve consistency across any organization, regardless of size?
