Need economics help for Coping with the recession/eurobonds

What are the merits of this statement: ;“The United States is coping with the recession better than Europe is. This is partly due to monetary policy in the United States; the Fed has been buying short-term bonds.” Why are some European countries reluctant to issue Eurobonds to follow a similar strategy in order to mitigate the perils of their own recession? Explain your answer ;
