Rules show to the public allowing people the illusion that they have a say so in the change of policies that are already put in place.The purposed parties state the pros and cons of the rule in question and try to offer a alternative, Policies have an effect for many interest groups. The persons and members of the interest groups are targets of rules to implement. Interest groups are always seeking the influence of policy formation “Implementation of any complex health-related law readily provides examples of the “strategic interaction” that occurs during rule-making between implementing organizations and affected interest groups.” Organizations anticipate groups and organizations working in there own interests. Legislators in situations can be expected to seek to maximize their net political support through their decisions and actions. The implementation of policies include four steps such as designing, rulemaking, operating and evaluating. Rulemaking, the second step, involves the development of detailed directives through the implementation of organizations in the executive branch. Rulemaking is necessary because it establishes laws and amendments to influence specific actions, behaviors or decisions. Some of these rules can go through multiple revisions. The executive agencies are required to publish their “proposed rules” first, before they are implemented as “final rules”. The role of the interest groups is to participate, guide, and express their opinions and preferences in the rulemaking process (Longest, 2016).
Analysis in the rulemaking process is necessary to prove the worthiness and effectiveness of a policy. Policy analysis answers questions in order to identify the strengths and weaknesses, the areas that need improvements, the benefits of a policy. It requires a systematic collection and analysis of evidence-based information. Some of the tools and frameworks used in policy analysis include the “Agency for Healthcare Research and Quality, Center for Medicare and Medicaid Innovation, Government Accountability Office, Congressional Budget Office, Congressional Research service” (Longest, 2016).
